Malawi president appoints Zimbabwean to top diplomatic post in South Africa By Tererai Karimakwenda 06 November 2006
There are reports that Malawi ’s president Bingu Wa Mutharika defied his parliament recently and appointed a Zimbabwean as Malawi ’s high commissioner to South Africa . Agrinna Mussah, who is a Zimbabwean by birth but has one parent from Malawi , is already in South Africa representing Malawi while the controversy over her appointment intensifies. Our Harare correspondent Simon Muchemwa told us she left Zimbabwe after Mutharika came to power and worked in his office for some time.
John Tembo, a former leader of Malawi ’s ruling party released a statement last week saying the issue would be debated vigorously in parliament in early November. This is not the first time Ms. Mussah has been the subject of controversy in Malawi . Earlier this year Mutharika appointed her to the top diplomatic post in the U.K. But before she left the country a parliamentary committee withdrew the appointment and she remained in Mutharika’s office. But this time Mutharika did not heed parliament’s orders.
Muchemwa told us in Zimbabwe it is widely believed officials who are on the targeted sanctions list banning them from travelling outside Zimbabwe want to use Mussah’s position in South Africa to gain entry to other countries. As high commissioner she can approve and arrange travel documents for them.
Mutharika is married to a Zimbabwean and has been forging closer ties with Robert Mugabe in recent years. We reported last week that he was accused by opposition officials and civic groups in Malawi of sending donated maize to Zimbabwe for free last month. Mutharika also renamed a major roadway after Mugabe this year and arrested opposition officials and activists who had planned to protest at the re-naming ceremony. A plaque with Mugabe’s name placed alongside the road has since been vandalised.
let me point out that one of Mrs Mussa' parents is malawian and she went to Blantyre Secondary School in the 70s she has been married to Mr Henry Mussa (a malawian for more than twenty years) which if having one malawian parent doesnt make her malawian enugh ,she ia a citizen by marriage .she is more malawian than Kamuzu ever was .
If having a zimbabwean parent makes her unfit for this post then we need to question ourselves .
Whats so special with AGRINNA , why is Bingu so much interested in appointing her to various positions . Is he not the same president who said appointments shall be based on merit (experience &qualification) what is it that she has that others dont have (hahahahaha - lip service at its best) is it about pleasing the MADAM who also comes from the same country .
We have capable people who have the right credentials who can represent us to the best and Bingu knows better.
Let us be honest with ourselves and accept that Agrinna Mussa is Malawian by virtue of her parentage and marriage,this should not be an obstacle to her getting or occupying influential positions both in the private or public sector as she has already done in the past,remember she was the Head of Chamber of Commerce.However I do have a problem with the Presidents actions firstly in sending her to take up the diplomatic posting when the Public appointment commitee of parliament rejected her suitability and now we know the government forged a letter purported to have come from the Chairman of the commitee giving the government the go ahead to send her there.
My other problem lies in the fact that this is a married woman,married to a senior minister in the government.We might not know the domestic problems they might be having at the moment but at present time we have not been told that the marriage is on the rocks or its over.Now,what picture is the President trying to present by sending a married woman to a diplomatic posting when he knows for sure that the husband would not be able to follow and live with her because of his ministerial responsibilities?
Indeed whats so special about Agrinna Mussa that the President is willing to put his Presidency and legacy on line for her bearing in mind that the opposition is gearing up to task the government when Parliament meets again in three weeks time?

Since when did Malawians become too xenophobic? If one of the parents is a Malawian and that makes her a Malawian. and if one of the parents is Zimbabwean and that makes her Zimbabwean. Just like my son Abdul Hakim, he too has double citizenship. yachuluka ndi nsanje.

My fellow Malawians, I know Agrinna very well, she came to Malawi from Zimbabwe after Bingu got elected into presidency and she has no child with Hon Henry Mussa. She is said to be barren.
Gentlemen, let us analyse the Public Appointment Committee, who are they, what are their qualifications, how about their integrity?, what is their political affiliation, do they qualify to interview graduates, do they have one wife or 10?
Im not mentioning any particular names but it sound like some people knwo this person and find it hard to be objective on this issue.
1. A high Commisioner/Ambassodor needs to ba a Malawian citizen right? Is she a Malawian citizen ? Just becasue someone in born in a country or has one parent , from a certain country , doesnt make them an automatic citizen anywhere in the world (except in that persons heart) - what matters is what legal documents they have to claim there citizenship. Has she got a Malawi /Zim or Dual passport. Does the post require Malawi Only passport? Can she have both ? those thing havent been addressed. If she was born in Zim, and came to Malawi and was naturalised and swore her allegence to Malawi -- and the law says shes eligible , then fine. she has a right to be considered.
2. Is she qualified ? This question is valid but is not limited to her, Diplomatic postings are not always for qualified individuals as we have witnessed in Malawi. Her gender should not play a role in her posting. If her husband cant make it ...estragd or not, so what? its not his jobs.. Many diplomatic spouss live "seperatley" or have different careers ... what kind of message are we sending if people's mariaital status is playing a role in their merit... Unless the person is a likely child predator, Thats a persoan issue.

u must know ur facts b4 u post stupid stuff on the forum .this woman has been in malawi as far as i remember .i have known he for almost 24 years and she had four kids one sadly died in a car accident last year ,it was all over the papers .

So the verdict out there is that Mrs Mussa is not Malawian. In that case all of us who left Malawi and had children born outside of Malawi equates to the fact that these children are not deservedly Malawian. Try telling that to them or their parents.
Absurd isn't it. The woman is a Malawian citizen married to a Malawian so why are people picking at a futile point of attack. Does it matter wheree people are born? Where is their allegiance? That is determined by their citizenship and love for the nation. \

we can think about where our heart is etc or what u parents are etc.. anyone can be who or waht they want to be in theri heart. But on paper, if u need to be a Malawian citizen - with malawian documents to legally hold a post as a malawian official, then this person needs to get there documents. Thats the point. There are hundreds of Malawians born outside of Malawi ..or married to Malawians ...but that does not necesarriyl mean they are Malawian .. My whol point is that we need to go according to the law ... whether the law dictates that she Malawian or not is whats relevant...and if she is "officially malawian" then she needs to make sure that all her paperwork reflect that...
how is she going to travel around the world as a Malawi ambassodor on a Zimbabwe Passport..unheard of anywhere ...People that serve Malawi in a n official capacity need to be Malawian ..whether by birth or marriage (as long as the law permits) !

Read on my latest research says (1) if one's mother and father is Malawian. (2) if one parent is Malawian (3) if you are married to a Malawian (4) if you have lived in Malawi for more than 7 years and you apply for Malawi citizenship. Where does Agrina Mussa fit in here?
If we cant fit Agrina Mussa into any of these outfits it means:- (1) Former President Dr. Muluzi appointed a foreigner as Chairperson of National Food Reserve Agency(NFRA), the food reserve for the whole nation to a Zimbabwean. (2) Dr Muluzi further trusted here with Chairmanship of ESCOM, our only power supply to a Zimbabwean. (3) If it is true, my research says Dr. Muluzi appointed her to Commissioner of the Privitisation Commission for 5 years. Where are we gentlemen? Tiyeni nazoni!!!!!
You can meet all or some the requirements you have stated and still not be a Malawian legally if you havent filled out the necessary documents to go along with it.
I dont think there are any citizenship requirements to head ESCOM are there ? I dont see why any qualified person cant do this...? but as far as a diplomatic post is concerned , thats a different ballgame.!
