Clerk of Parliament Matilda Katopola has locked horns with a senior parliamentary official who has since sought the intervention of Speaker Louis Chimango.
Parliament Principal Administrative Officer Chikaoneka Banda wants the Speaker, who is also Chairperson of the Parliamentary Service Commission (PSC), to nullify a warning letter from Katopola and unconditionally withdraw it from his (Banda’s) personnel file, arguing it was against procedure.
Katopola warned Banda of absenteeism and general disrespect. He was later suspended.
“I find the that the disciplinary procedure effected on me in this matter does not comply with our own Terms and Conditions of Service, and is a serious breach of principles of natural justice,” reads Banda’s letter to the Speaker in part.
“I implore with you, Sir, and the PSC to nullify the warning letter as it is based on misconstrued and misrepresented facts and was issued without any regard to procedural requirement,” said Banda in the letter.
But Banda’s complaints to the Speaker lead to a more stiffer punishment from Katopola. She suspended the officer four days after the letter, pending review.
Since she assumed office last year, Katopola has also been at daggers drawn with MPs for changes she is trying to effect at Parliament.
She is also not in good books with some PSC members after she denied them to travel business class on a trip to Tanzania.
Chimango’s personal assistant Davie Kamata Tuesday said although he was not the administrative person at Parliament, he knew what transpired.
“I am not the authority on administrative issues but I have knowledge as PA for the Speaker that the Commission has met twice to make a decision on that but their position is yet to be announced because they are still checking other information before a decision can be made,” said Kamata.

Our august house has a problem,



  1. The MP's gets allowance for external travel yet they dont travel

  2. Sitting alowances claimed and the members are busy sleeping at a resthouse with them night riders

so this guy takes a leaf from such actions and is now taking it to the speaker,he thinks he can be saved coz the speaker doesnt comment or take action on the evils of his fellow members.
