in the world that we live in we cannot have farmers go to combat. Am not saying that malawi is gonna be enganged in some kind of war. If this can happen we dont want to be caught with our pants down.
On the other hand the military is a big employer and as an employer it has requirements which including training.
Firstly, protect ourselves from what? There isn't even a percieved threat from any source. Malawi doesn't have a single enemy. So it isn't even a priority at all. Unless to arms dealers who want to sell their arms to MW. Which I understand is the case.
However, as an employer they need to get paid and having a large trained army without war or conflict in the case of MW is useless. The funds are badly needed in education, agriculture, and health. That to me is Malawi's ONLY priority. With AIDS, hunger and crumbling educational infrastructure and we're training an army just to put young men in employment (that is extremely spurious reasoning). We have to weigh the odds and put first things first.
The biggest threat to africa countries is no the external threat of war, it is the internal threat of war.with power hungary fool like muluzi and tembo around, if i was in muthalika's position , i would got all out to tighten the security of the country.
at the end of the day,the best way to look at it is military institutions will for sometime to come always exist.and having a strong army is actually benefitial to the countries economic growth, cause no investor will put money in a country were they is little all no security especially in africa.
now with no money come in the country, how are we going, find the funds to put into youre three priority areas?

Foreign investors look for stability and exploitability (cheaper labour costs) and not a stronger army. As for security, it would be better off investing in a police force than army. Remember Malawi is one of the poorest countries in the world. That's no mean feat. To strengthen an army would mean spending money on planes and tanks and guns etc. Planes? Malawi doesn't have an international airline. Guns ( see how ill-equiped our police force are) They don't have enough cars and the roads are ****.
If you are thinking about foreign investors, that's what they want to see. Strong armies have nothing to do with economic growth. As for internal threats. From who? Come on! Look at the landscape of Malawi. The oppositions etc. They might make noise in parliament, but war? Give us a break.
People are dying everyday from AIDS and we're training soldiers? Chancol is lacking books, computers. Qeens and KCH don't have enough painkillers. Painkillers for christ sake!
If we don't look after our citizens who need it the most then we can never prosper as a nation... NEVER!
Whenever there is a flood they use the army helicopters to evacuate people. In todays world growth of an army is not just buying guns and planes its all a bout tactical warfare. As a nation we need the best that we can get out of the military.
AIDS is there, we have to learn to live with it and not shut the army. Whether you like it or not the army and healthcare will co-exist as a nation we need both.
may be you want Malawi to be like Iceland and have a US army rather than their own army. Unfortunatelt they dont have interest in Nyasaland.
Althought I am a solid pacifist I don't totally say we don't need an army at all. I say we need them less. How many people die a every day in MW from AIDS? Half a million less to the army would save a thousand lives. Army equipment is darn expensive and only benefits the producers of arms.
You said something about flood relief and stuff. Yes, but that is minimal and not a drastic problem like medicines in hospitals. People are dying; doesn't that register at all. Kuli njala!!
And if my president saw it fit to spend money on arms instead of that he should be impeached immediately and I'll join in the campaign.
When poor countries start spending money on arms it is a sure sign of foreign, western pressure to do so. The arms industries are the most powerful lobbyists in DC and Westminster.
I say cut the army. A man with a gun is useless in hunger and disease...
