we should expect more pandemonium as parliament is slated to convine in a few weeks time. the opposition are bent on rejecting the budget again due to the fact that they did not get a report on government expenditure for transparency purposes. is this the right way to go about it? what can the government do to avert this situation?
That should be the reason why we need some educated guys in there, who can constructively discus the budget not do some politicking in parliament, there should be a demarcating line btwn the two unfortunately izi ndi ndale zothana. We are in deep sh!t.

I'm not sure I agree with you guys, despite MW's MP's being some of the most unprofessional and least competent public servants to hold office anywhere. The first time round, the MP's were definitely being unreasonable, but this time Gvt has no excuse for getting the relevant information ready in time. I don't know what the procedures for reporting to parliament are, but Gvt does have a responsibility to report to the house. That is especially true for the coming session where the house may be required to ratify the extra spending made by Gvt under the supplementary budget (i.e. the one that was rejected last time; apparently the rejection wasn't binding, but the spending still has to be ratified retrospectively by the house). It's easy to blame parliament every time chaos looms over the house (and it's usually justified), but this time is different. Every democratic gvt must be called to account at some point. When will that happen in Malawi if not now?
I think what lacks is still the enlightenment side there should be some protocols and line of reporting not every Jim and Jack can shout on top of his voice demanding the expenses, there are committees that look into such issues and they are the ones to make statements not just the leader of opposition in his capacity but rather his protegee in the relevant committee.

Goodal Gondwe within the work stated that government want report to the house abouth the 2006/2007 expenditures because the Auditor General is not there to indorse the accounts. But whichever way, i believe the opposition has every right to demand explanations regarding funds allocated to various ministries in the previous period before another chunk is given out. More over the opposition gave out the condition of thier approval of this years budget well in advance and whats stopping them? what are they afraid of?
Yes pariament is a political house, even in the western world, the pariament has remained a polical battle field for politicians - so there is no question as to have or not to have educated guys in the house because there is already a minimum qualification point in the constitution which is religously followed, besides we all know some capable men who have never seen the inside of a university, but they constructively contribute in the house ie Aleke.
whether audited or unaudited I feel the govnmt should now be ready with their detailed reports on their expenses,its normal and it will reduce the oppositions to their knees.If they say we dont have an auditor general then why are they spending without him otherwise let the parliament audit them on the reports.

there could be some serious issue behind all this. what is the current administration covering up that they failed to submit the reports? i think jzu knows something and he just needs proof. chakachake ndi chino.
with the recent activities on the political arena should we say the current administration wishes the budget well? is this the time to start airing muluzi's old speeches with only under two weeks before parliament reconvenes. some people have no foresight! they would have wated till the sitting was over otherwise as things stand they should expect hurdles to jump over this month. what a shame.
I will always say politics aside we should be development conscious, let them follow procedure in rejecting whatever part of the budget they want i thought it was also said elsewhere that its the auditor general who brings up audited accounts for scrutiny and its the same guys who rejected him "BCOZ HIS ENGLISH WASN'T GOOD" who were they to cast the first stone? Lets be serious with govt issues, mind u am not saying its ok for the govt to say they don't have accounts in absence of the AG but its all u scratch my back i scratch yours which shouldn't be the case at all.
